Real estate project - Modernisation of the LCS
The LCS modernisation real estate project is progressing considerably.
Once completed, we will have increased the capacity of the school to more than 1300 students by improving our infrastructure and making it more modern and sustainable.
This project has been carefully thought out and will allow the Lycée Condorcet to enter a new phase in its history. It will be presented to the school community during next Annual General Assembly in the presence of the team who won the project.
- History and ambition of the project:
The real estate project ‘’Masterplan 2020’’ was planned in 4 phases. The first two phases were realised from 2016 to 2018, mainly integrating the small extension of the secondary rooms, a new dining room, a sick bay, a primary BCD and extra toilets etc.
School growth of 6 to 8% per year since 2013 implies a saturation of the teaching spaces available at the beginning of the school year 2021.
In August 2018, the new management team is looking for a solution to revisit the project while locating the extension in a work zone that will allow the Lycée to operate with minimised impact. This area is identified on the former gymnasium and basketball court in connection with the existing maternelle building.
In agreement with the management committee it was decided to call on a programmer to redefine the needs in consultation with the school staff and see if the real estate project can be carried out on the identified work area. This definition of needs took place in November 2018. It then gave rise to a pre-program in December 2018, followed by arbitration by a feasibility study in February 2019 presented and validated at the end of February by the management committee. This study is confronted with its financial feasibility which is validated on the basis of the projected budget through a financial forecasting tool set up by the Lycée's management team. The extension project and the program are presented to the governing board of 26 March 2019 and to the school council on 20 May 2019.
On the basis of the feasibility study, a definitive program is carried out and the management team launches the architectural competition on 1st March 2019 on a tendering platform. 15 architectural teams met the 1st stage of the competition at the end of March.
The 3 architects selected to enter the 2nd stage of the contest are:
- Hayball - Barthélémy Grino
- Turner - Coco architecture
- Segond Guyon - Rosselli
The 3 architects after a visit of the site on 1st May and a series of questions / answers in May and June filed their project on 22 July 2019.
The jury of competitions made of representatives of students, teachers, parents, a former student architect, the representative of the AEFE, the president of the management committee and members of the management team met on 21 August. On the basis of the projects presented, the jury unanimously selected the team of architect Segond Guyon Rosselli resulting from a Franco-Australian partnership. The contract was signed with the architect team in early September 2019.
Regarding the Second Guyon-Rosselli project, the Jury indeed liked its ecological and social reference, the fluidity of circulation, distribution and especially the organisation of maternelle around the courtyard. They were satisfied with the strict adherence to the budget and timetable as well as the clear answers to the specifications.
- The calendar:
The project will be carried out over 2 years. 8 ½ months will be spent on preliminary studies, obtaining the permit to build and to the tender to select the construction company. Then, the site work phase will be held for 15 months.
An extension committee is created. It is made of elected parent, student, former student, teacher, members of the school management and the school administrative team and will meet regularly throughout the year.
To take into consideration the new COVID-19 issue, the project has slowed down.
Thus, the demolition will only begin in December 2020 instead of July 2020 as previously planned.
This will allow the school while finalising its design phase :
- To obtain the necessary authorisation to realize the project and;
- To have a better visibility of the students numbers for next year
A space rationalisation by replacing common spaces or offices in classrooms allow us to absorb the students’ growth next year and until the delivery of the new extension building. This rationalisation and reallocation of spaces has been conducted in concertation with the staff and we succeeded to create 6 new classrooms over the past 2 years.
